just another reference pic. also when you get the actual hood pins some are made to lay flat while some are made to stand up when installed. i think standing up is more oem but since you are not going oem that can be your preference.
unless you change to a coil that can handle straight voltage ( +12 volts) you must use the ballast resistor or you will fry the coil. end of story. the pertronix III needs a steady 12 volts to work correctly and the old cars and old wiring won't do it. pertronix II needs any voltage over 8...
first thing i would do is check the grounds of the headlights on the radiator support. then check for proper voltage with lights on with car running (13.5 -14.5 volts).

i think there is a bad ground still. try this. one at a time remove the bulb first at the front right directional in the bumper. see if the light goes out in the dash with the head light switch in the on position. if not replace the bulb and repeat at the rear stop tail light. start with this...
i would back both off evenly so the wheels spins free. if the right gets warmer than the left it will fade and the left will work more that the right. also, if this changes nothing take a look at the rear adjustment.
