gas gauge

i'm getting power to one leg in dash cluster on gas gauge but the dark blue wire for gas gauge still does not read i'm reading about 7 ohms on wire going to tank any suggestions

Fuel sending unit and gas gauge
I installed a new sending unit tested it before installing it read about 9 empty and about 90 full but test the ground from rear harnass grounded it to the frame and turned switch to acc and gauge did not move matter of fact it is pegged out on empty gauge is new from year one one leg of gauge is hot on right side looking up from under dash and the other leg is not hot. Need help bad!

The cluster board I bought from year1 it has the built in volt limiter on back not like the old style that you plug in yourself
