That's just odd, if he had no intentions to buy it why would he send and then forfeit $500, make no sense. Maybe he thought he could borrow the cash and that all fell through. Something is off.
Well, that being the case he's just plain unethical.I believe, initially, the guy fully intended to buy the car but then simply got cold feet. He lives in a 2.1 Million dollar ocean side bungalow in Los Angeles. To walk away from a $500 dollar deposit after realizing the full weight of his responsibility was probably not a big deal for him. The saying that comes to mind; more dollars than sense.
IF I do end up deciding to use eBay again, I'll increase the immediate deposit to $1000 dollars. More skin in the game as it were...

Just like a hand shake was as good as a contract between two people. Also that saying I give you my word. Those day's are long gone.
What was the high bid prior to this? Perhaps you can contact them privately and say it’s still available
