Well that wasn't it... $&@!
Edit again... I may have found the problem! Turns out the plasic case for the ac heater switchs above the radio the back broke off and the green wire under the choke wire went to this and it was touching both the temp wire and chrome plate itself. Could of caused it to ground to the dash and short?
Edit 3, the black wire on that fuse is it a ground? The diagram shows it goes to the previous fuse. Just wondering because I tapped the dash and that on the multimeter and it was connected
