I am looking to purchase a Roadrunner. I am specifically looking for a 1969 Roadrunner and want to learn what to look for and how much I should spend on it. I have found one that I am interested in but still have questions about what makes them valuable and help decoding the fender tag.

#'s matching, documentation, and condition make them valuable. I use https://www.hagerty.com/valuationtools for accurate pricing
Put the fender tag up here and we can help you decode. Mine is for sale and I am in NJ.
here is a link to decode for yourself.
