Does the "new" VIN tag not look like proper Chrysler vin tag on the dash? (For a 1969 car).
I'm confused by the situation, but my guess is you will need to give your authorities the paperwork and US registration that matches the current tag.
I hope the attached VIN tag matches that.

But I think what is annoying you is the steering wheel is just bit off center when you are going straight?

My impression is that engine doesn't have too many miles on it, relatively speaking.
Not a lot of "gack" on the rockers or valley.
And whatever happened locked it up pretty quick after the valve timing went kaput.

So the damage the the bottom end may be low or non existent...

I had to replace the right door.

How I did it with out bubbles or having use some kind of liquid.
1. Reference the decal to a point . I used the holes in this case.
2. Trace the position of the original.
3. Temporarily remove the non stick paper backing and reposition it to just expose two edges of the adhesive backing piece...
Based on what you have said, I would start by removing the heads.
Check the top end before spending any more time trying to rotate the engine.
If there is no damage to the valves or pistons you may be luck out and get the thing to move easier anyway.
It's better to know than guess at this point.
Actually, I just put tape at locations on it before I glued it.
And then I just lifted it up and "squirted" glue under in sequentially as I worked my way along.
The tape was not necessary to keep it in place after I put glue under it.
It stuck pretty quick.

So the clip must go in the top hole.
It seems to be at the correct place.
My car came with that long line 180 to a hole on the right side.
Darned factory manuals.
The stainless lines I got came from Fine Lines and it's got the same bends.
And I'm pretty sure it won't work the other way.
