My guess is it was a return. Never heard of a new pump having fluid in it. That said, if it came from "Auto Joe's", you'll probably be replacing it in short order anyway. They don't call 'em "Don'tLast" parts for nothing.
That tac is a reproduction I found not long after I bought the car in Dec. '14. I forget who made it but I believe it is no longer made.
Ebay might be your best bet...

Found mine on Craigslist. No red flags. Talked to the guy twice. He picked me up at the airport, took me to his house to see it an went for a test drive. Made the deal and drove it home. There are some legit ones.
I think like everything else, you CAN have too much, but you'd really have to work at it to reach that level. By that I mean use a high ZDDP level oil and then dump huge amounts of a ZDDP additive, WELL above the recommended dosage, into the engine.
