In the UK, National Insurance (health care tax) is over twice the level of Income Tax. I know as I run our company payroll. Politicians of every party use it to raise revenue without appearing to raise tax.
National Insurance was introduced just after WW2 by the new Labour Government and was a great thing, in principle. All the population paid 1 penny per week into a fund to provide free health care for all for free on demand from cradle to grave. That was wonderful and the health of the British population improved. Through the 1950’s, 60’s & 70’s the cost of all workers weekly N.I payment was modest and we were proud of our National Health Service, the best in the World we said.
Then in the 80’s politicians got wise to newspapers who regularly accused them (correctly) of constantly raising tax. They stopped raising the rate of tax, but instead raised the rate of N.I. The journalists ‘tax raising’ headlines disappeared and over the years into the 90’s and on to now the 2 main political parties, Conservative (Republican) & Labour (Democrat) all campaign on headlines to lower the basic rate of Income Tax, but they all raise N.I, hence we pay twice the amount of N.I than we do tax, and added to that the Employers have to pay N.I on every employee they employ. So a double double tax which isn’t called a tax, so politicians can raise it whenever they like, without apparently raising tax! Now your politicians may appear dumb at times but believe me they will be fast learners and will see what the UK politicians get away with, so when in the future they say “no tax rises” they will tell the truth, and then raise the healthcare levy.
Watch out America, or you’ll end up paying tax overall at a rate you can’t even begin to imagine at the moment. Great Britain is one of the top 2 tax paying rated countries in Europe; we’ll watch with interest to see if you join us!
