If you have access to a distributor machine you could see what the curve is vs what you want. Or do it on the motor watching a tach and timing light to see what rpm its fully advanced, kind of an estimate.
If the gauge is not jumpy when grounded at the kick panel it tells me that you either have a bad ground at the tank or the wire from the kick panel to the tank is going bad or the connector at the tank is dirty.
Does the gauge make a full sweep when you ground the wire back at the tank? Just want to eliminate a problem between the tank and kick panel. Sounds as if the gauge is good!
If I'm reading this correctly when you connect the sending unit outside of the tank and swing the float up and down you get good readings? If so your ground source is the problem to the tank if they dont work in the tank . And no there are no good sending units in the after market I adjust them...
I had my 69 base powder coated in a gloss black but the rubber boot rides on part of it and dulls it. I found it to be gloss on the under side when I cleaned it up befor restoration. Maybe 70 is different?

The reflector pockets have different part numbers from front to rear one has more angle than the other do to the curve of the quarter vs the fender, see if those are he same and also do the reflectors have push through tabs or just stick on which are after market. As far as the tail light bezels...
