    Yes that is it! It is the wire to the clutch switch for a '70 4 speed. Clutch has to be depressed in order for engine to start. The hole size on mine is .455". See attached picture.     That is probably spring steel. If it is welded, it will alter the metallurgy and therefore the spring properties. Need to figure out a mechanical way to splice.
